Great News!
The Klein Independent School District School (KISD) Board of Trustees has approved the 2012-13 KISD Staff Compensation Plan. The new KISD Staff Compensation Plan includes moving the Teacher, Librarian, Nurse (RN), and Speech Pathologist category to a range system. This action will place all KISD employees on a range system. All employees in this category will receive a $1550 raise from their 2011-12 base salary, which is 3% off the control point of $51,675.00 for that group of employees.

New Hires: $45,750 starting pay for 10 months Previous teaching experience and credentials will be considered when determining salaries for new hires.
Returning Teachers will receive a general pay increase of $1,550 added to 2011–12 salary (Must have 90 days or more of service with KISD.)
Newly hired Employees in this category with a master’s degree will receive an incentive of $1,000
Newly hired Employees in this category with a doctorate will receive an incentive of $2,000
(Masters - $1000 + Doctorate - $1000 = $2000 Total)
All other full-time employees will receive a 3 percent raise off of their job classification's control point (formerly known as the mid-point). The control points have also be raised by 2%.

These are the three questions that I have gotten so far. My response is the first one, and the second one in all caps is from Curt Drouillard.
Q:Can you explain the salary thing to me?
A: It normalizes salaries and gives us a standard when increasing salaries. There is no rhyme or reason when people move up on a step (or get a M.Ed/Ph.D). There will no longer be a salary schedule (at least that was the plan in May) and if you want to know what a KISD teacher gets paid, you'll have to call HR. They also said when the state mandates raises, it is going to be more fair and equitable so that ALL can see the raise. THE RANGE SYSTEM WILL MAKE ALL FURTHER PAY INCREASES EQUITABLE. IF A STATE MANDATED STEP INCREASE OCCURS, THE BOARD OF TRUSTEES WILL HAVE THE DISCRETION AS TO THE AMOUNT OF RAISE THAT IS GIVEN TO EACH EMPLOYEE. THE PREVIOUS HIRING SCHEDULE HAD LARGE DEVIATIONS FROM ONE YEAR TO THE NEXT. THIS YEAR EACH EMPLOYEE ON THE TEACHER, LIBRARIAN, NURSE AND SPEECH PATHOLOGIST SCHEDULE WILL RECEIVE A RAISE OF $1550. FULL-TIME EMPLOYEES IN THIS GROUP CAN JUST ADD THIS AMOUNT TO THEIR LAST YEAR'S SALARY CONFIRMATION SHEET BASE SALARY NUMBER. KLEIN WILL ALSO MAKE AVAILABLE SALARY CONFIRMATION SHEETS ON-LINE SOMETIME IN LATE AUGUST. HR WILL NOTIFY ALL THE EMPLOYEES.
Q: So there's no way to know during any given year what we'll be paid?
A: You will be paid what your contract states. Teachers will still get an increase in salary each year. When it was noted that we will no longer be able to tell what we will make NEXT year, KISD responded and said that there is no way that we can currently know our salary for next year. We can estimate, but nothing is set in stone. If you want to know what a 20 year teacher currently makes in KISD, you will need to call HR. IN THE PAST AN EMPLOYEE COULD NOT TELL WHAT THEY WOULD MAKE THE NEXT YEAR. THE SCHEDULE USED WAS ALWAYS A HIRING SCHEDULE ONLY. THE DISTRICT WAS FORTUNATE TO GIVE A DETERMINED DOLLAR AMOUNT RAISE IN MOST PAST YEARS. THE RAISE WAS USUALLY DERIVED FROM CONTROL POINT OF $50,000, WITH A PERCENTAGE TAKEN FROM THAT CONTROL POINT. HOPEFULLY WE WILL CONTINUE TO RECEIVE PAY INCREASES. IT'S REALLY ALWAYS A YEAR TO YEAR SITUATION DUE TO STATE FUNDING. THE DISTRICT WILL MONITOR WHAT THE STATE IS DOING WITH THE FUNDING OF EDUCATION. IT IS OUR HOPE WE WILL NOT BE CUT DOLLARS FOR 2013-14.
Q: I see that quite a few districts are moving to this type of scale. Why? What's the benefit for them? I don't get it.
A: When I asked that question, I also asked what possible objections could be raised with it. Drouillard said that there are no negative repercussions and that it's mainly to get the salary schedule on a predictable schedule. It was sporadic - there was nothing to determine how much each step would be. Some years, you'd get a 500 dollar step, and some years it was a 100 step. This is supposed to fix that. THERE ARE NO NEGATIVES TO THIS PLAN. IT REALLY MAKES IT FAIR FOR ALL EMPLOYEES IN THIS CATEGORY. THE RANGE SYSTEM WILL MAKE ALL FURTHER PAY INCREASES EQUITABLE. Q:It sounds like the district can use high stakes testing to justify incentive pay.
A: Curt Drouillard clarified in a phone call that KISD is against incentive pay and that it is seen as divisive.
